The idea발상

A 망루 is the watchtower on a Korean fortress wall — a small pavilion above the stone where someone sat and kept watch on the weather coming in. One person, one horizon, one valley.

망루는 성벽 위에 세운 작은 누각입니다. 돌담 위 그 자리에 앉아 누군가 다가오는 날씨를 지켜보았습니다. 한 사람, 하나의 지평선, 하나의 골짜기.

Mangru is that idea at the scale of the planet. Governments, cities, universities and hobbyists have quietly covered the Earth in instruments: weather stations in fields, air quality monitors on street corners, gauges in rivers, buoys in the open ocean, sensors bolted to the outside of passenger aircraft. Nearly all of them publish what they see, for free, to anyone who asks.

망루는 그 발상을 지구 규모로 옮긴 것입니다. 정부와 도시, 대학과 개인이 오랫동안 조용히 지구를 관측 장비로 덮어 왔습니다. 들판의 기상관측소, 길모퉁이의 대기질 측정기, 하천의 수위계, 먼바다의 부이, 여객기 외부에 붙은 센서까지. 그리고 그 대부분은 관측한 값을 요청하는 누구에게나 무료로 공개합니다.

But they publish separately. Each country, each agency, each network has its own website, its own way of writing down a temperature, its own idea of what a station is called. You can look at any one of them. Until now there was no way to look at all of them together.

다만 따로따로 공개합니다. 나라마다, 기관마다, 관측망마다 웹사이트가 다르고, 기온을 적는 방식이 다르고, 관측소를 부르는 이름이 다릅니다. 하나씩은 얼마든지 들여다볼 수 있지만, 전부를 한자리에서 보는 방법은 지금까지 없었습니다.

What we built무엇을 만들었나

Mangru watches 62 of these networks continuously. It checks each one on its own rhythm — some publish every minute, some once an hour — collects the newest reading from every station, and translates all of it into a single shared vocabulary. A temperature measured in Seoul and a temperature measured in São Paulo end up meaning the same thing, in the same units, under the same name.

망루는 이런 관측망 62개를 쉬지 않고 지켜봅니다. 1분마다 갱신되는 곳도, 한 시간에 한 번 올라오는 곳도 있어 각자의 주기에 맞춰 조회하고, 모든 관측소의 가장 최근 값을 모아 하나의 공통된 어휘로 옮깁니다. 서울에서 잰 기온과 상파울루에서 잰 기온이 같은 이름, 같은 단위, 같은 의미가 되도록.

The result is a single globe you can spin. Every dot is a real instrument somewhere in the world, reporting what it can see right now. Click one and it tells you what it is measuring, and what it has measured over the last day.

What it watches무엇을 지켜보나

The networks are very different from one another, and that difference is part of the point. A national weather service and a retired man with a rain gauge in his garden are both watching the same sky, and both of them are useful.

관측망들은 서로 무척 다릅니다. 그리고 그 다름이 이 프로젝트의 요점 가운데 하나입니다. 국가 기상청과 마당에 우량계를 놓아둔 은퇴한 노인은 같은 하늘을 보고 있고, 둘 다 쓸모가 있습니다.

The rhythm리듬

No two networks keep the same time. Korea's automatic stations report a fresh reading every single minute; a national synoptic feed may publish once an hour, two hours after the observation was actually made. Mangru follows each network's own clock instead of asking all of them the same question at the same time.

같은 시계를 쓰는 관측망은 하나도 없습니다. 한국의 자동기상관측장비는 1분마다 새 값을 올리지만, 어떤 국가 종관 자료는 한 시간에 한 번, 그것도 실제 관측으로부터 두 시간이 지난 뒤에 공개됩니다. 망루는 모두에게 같은 시각에 같은 질문을 던지는 대신, 각 관측망의 시계를 따라갑니다.

How often each of the 62 networks publishes something new. The slowest are not the least useful — a river gauge reporting hourly is still reporting a river.62개 관측망이 각각 얼마나 자주 새 값을 내놓는지 보여 줍니다. 느린 쪽이 덜 쓸모 있는 것은 아닙니다. 한 시간에 한 번 올라오는 수위계도 여전히 강을 알려 줍니다.

What we found알게 된 것

Building it taught us things that are hard to see from inside any single network.

만들어 보니, 관측망 하나만 들여다봐서는 보이지 않던 것들이 드러났습니다.

The map of sensing is not the map of the world. In one recent snapshot Mangru held 111,541 stations. Just over half of them — 57,890 — were in the United States. The median country had seven. Kenya had nine; Mongolia had nine. Fifteen countries had none at all, among them Afghanistan, Sudan, Haiti, Mozambique and North Korea. This is not a gap in what exists. It is a gap in what is published, and every global climate dataset is built on top of it.

관측의 지도는 세계의 지도가 아닙니다. 최근 한 시점의 자료에서 망루가 담고 있던 관측소는 111,541곳이었습니다. 그중 절반이 조금 넘는 57,890곳이 미국에 있었습니다. 중앙값에 해당하는 나라는 일곱 곳이었고, 케냐가 아홉, 몽골이 아홉이었습니다. 한 곳도 없는 나라가 열다섯이었으며 아프가니스탄, 수단, 아이티, 모잠비크, 북한이 그 안에 있습니다. 관측 장비가 없다는 뜻이 아니라 공개되지 않는다는 뜻이고, 세계의 모든 기후 자료가 그 위에 지어져 있습니다.

"Open" and "reachable" are different things. Several agencies publish their data openly and then quietly refuse connections from anywhere that looks like a data centre. The data is public in principle and unavailable in practice to anyone without a home internet connection. We found three such networks and had to leave them out.

‘공개’와 ‘접근 가능’은 다른 말입니다. 여러 기관이 자료를 공개해 두고서도 데이터센터로 보이는 곳에서 오는 접속은 조용히 거절합니다. 원칙적으로는 공개 자료지만, 가정용 인터넷 회선이 없는 사람에게는 실제로는 없는 자료입니다. 그런 관측망을 세 곳 발견했고, 결국 제외해야 했습니다.

Instruments have bad days. Some stations report a temperature from next Tuesday, because a clock somewhere was never set. Others go quiet for weeks. Mangru keeps these readings rather than discarding them: a station whose clock drifted for six weeks is a fact about the world's sensing infrastructure, and deleting it would only make the network look healthier than it is.

Why it matters왜 중요한가

Environmental data is at its most useful when it can be compared. A single air quality reading tells you about one street corner; the same reading next to a thousand others tells you where the bad air comes from and where it goes. That comparison is exactly what separate, incompatible networks make difficult.

환경 자료는 서로 견주어 볼 수 있을 때 가장 쓸모가 있습니다. 대기질 값 하나는 그 길모퉁이에 대해 말해 주지만, 같은 값이 다른 천 개의 값 옆에 놓이면 나쁜 공기가 어디에서 와서 어디로 가는지를 말해 줍니다. 서로 다른 형식으로 흩어진 관측망은 바로 그 비교를 어렵게 만듭니다.

Mangru's aim is modest and specific: make global sensing legible at a glance, and put the underlying readings within reach of anyone who wants to build on them — researchers, journalists, students, or someone simply curious about the air outside their window.

망루의 목표는 소박하고 분명합니다. 지구 규모의 관측을 한눈에 읽히게 만들고, 그 바탕이 되는 값을 필요로 하는 사람 누구나 — 연구자, 기자, 학생, 혹은 창밖 공기가 궁금한 사람 — 손에 닿는 곳에 두는 것입니다.
